The Check Clearing for the 21st Century Act (Check 21 Act) facilitates significant change in the way checks are processed in the United States. All banks will be affected by this law even if they do nothing to change their current check processing operations. All customers (consumers and businesses) are affected by the Check 21 Act in that they have the potential to receive a substitute checks. 

The 2005-2006 Study of Consumer Payment Preferences (PDF)
The study is a definitive guide to how consumers pay in different venues, why, and how their payment habits are likely to evolve going forward across five important payment venues: Internet payments, bill payments, cash, debit cards and prepaid cards.  The study also found that each month consumers make 58 individual payment choices, whether they are making a purchase in a store, over the Internet, or paying a bill - and, increasingly, the payment method they choose is an electronic one.
